The ITS for Henley was developed in three strands, covering short-medium term, longer term and parking.

The short-medium term strategy included a scheme to better manage the flow of traffic through the town centre. Public consultation on the scheme was undertaken in September 2005 and work began in January 2006.
The town centre scheme holds traffic outside areas of the town where the air pollution is worst and where the layout of the roads and buildings prevents pollutants from dispersing. It then aims to move traffic through the most polluted areas as smoothly as possible by reducing the stop-start movements and idling time, which lead to increased vehicle emissions.
